INSTITUTE OF MEDICINE CLASSIFICATION (IOM)

Signals is developed for a Selected and Indicated youth. This is language created by the Institute of Medicine in the early 1990's to help service providers understand the needs of specific targeted audiences.

Selected Youth are defined as youth that have yet to begin using drugs or alcohol but their environment places them at higher risk for developing a substance abuse problem, the children of alcoholics would be an example.

Indicated Youth are defined as youth that have already initiated drug or alcohol usage but have not been diagnosed with chemical dependence.
